On September 28, 1990, Hainan concluded its first friendship agreement, with Hyogo Prefecture, after it has become a separate province. In addition to reciprocal visits by the prefectural governor and the provincial governor, both Hyogo Prefecture and Hainan have been focused recently on the development and exchange of young people who will be responsible for the next generation, including mutual visits of high school students, exchanges through Hyogo Prefectural Floating University and HUMAP (Hyogo University Mobility in Asia and the Pacific), and acceptance of Hyogo Overseas Trainees.
