Against the backdrop of both Hyogo and Washington sharing similar historical development as international trading ports as well as similar industrial structures and natural environments, a friendship agreement was concluded on October 22, 1963. Exchanges in a wide range of elds are actively conducted, including mutual dispatch of friendship exchange groups led by the governors and economic exchange delegations, exchanges between universities and between the marinas based on exchange agreements, and youth exchange supported by local volunteers on both sides. In addition, 11 municipalities in the prefecture have formed friendship partnerships with cities and counties in Washington to promote exchange.
